The result? A fragmented ecosystem where no one quite knows who’s responsible for what — and startups either stagnate or shift into traditional businesses just to stay alive.

1. Clear national priorities (digital transformation, circular economy, greentech — pick and fund with purpose)
2. Smart use of public funds (results-based, with follow-through beyond “awareness” activities)
3. Real diaspora engagement (beyond symbolic panels — tap their expertise and networks)
4. Stronger feedback loops between government, private sector, and startups
5. Legal clarity and enforcement (it’s not just what laws exist, but how they’re implemented)
