Every week, a new pitch night. Another hackathon. A shiny ribbon-cutting ceremony for a coworking space. On paper, the Western Balkans look busy — alive with entrepreneurship, youth innovation, and startup energy.
But behind the headlines and LinkedIn posts, a quieter question is growing louder:
Innovation as Performance
The Western Balkan startup scene has become a masterclass in what some call “innovation theater” — the staging of activity that looks like progress but doesn’t lead to long-term outcomes.
Donor agencies celebrate successful “project closure.” Public institutions hold events to show commitment to youth and digital transformation. NGOs deliver KPIs and visibility reports. And startups? Many participate just to survive — moving from one bootcamp or prize to the next, without ever getting market traction.
Everyone’s playing their role. But few are writing a better script.
The Data Doesn’t Lie
- Startup Genome’s 2023 Global Ecosystem Report: warns that “ecosystems focused on visibility without depth in investment or scaling support” tend to plateau early or decline.
- OECD’s 2022 Western Balkans Competitiveness Outlook: notes that entrepreneurship support in the region is “fragmented, with insufficient follow-through after early-stage incubation.”
- INSTAT (Albania): Youth-led startup activity remains below 3%, and the vast majority of tech-related micro-enterprises close within 18 months.
- World Bank (2023): Albania ranks 85th globally in ease of doing business, with key bottlenecks in contract enforcement, investor protection, and market competition.
Who’s Responsible? All of Us.
This is not a finger-pointing exercise. In fact, we’re part of this system too.
- Governments are under pressure to show results — quickly.
- Donors want visibility and stories of success.
- NGOs chase funding cycles and compliance.
- Startups navigate survival, not scaling.
- Intermediaries — like us — have sometimes stayed too polite.
It’s not broken. It’s just been optimized for appearances over impact.
What Needs to Change
We don’t need more events. We need more outcomes.
- Fewer programs — with deeper, longer support.
- Stop funding “ideation” and start funding traction.
- Build follow-up systems — not just bootcamps.
- Shift KPIs from participation to sustainability.
- Help startups embed into real markets — public and private.
Innovation should be measured by:
- Jobs created
- Contracts won
- Technology transferred
- Companies that last
Not selfies, hashtags, and good-looking wrap-up reports.
